Closed smithing issue : all my characters no longer get points from smithing

I'm experiencing this weird bug. Restarting the game didn't fix it and I think the code make it so it's definitely stuck.

Let's say I'm trying to forge a difficulty 100 weapon, none of those character gains point from smithing it (I'm listing them to show that it's not a limit issue):
- 86 in smithing with 3 focus point (limit 120)
- 47 in smithing with 1 focus point (limit 50)
- 40 in smithing with 1 focus point (limit 70 because of endurance)
- 65 in smithing with 4 focus point (limit 140)

It probably worked at some point but get stuck I don't know when and how.
