I feel like there should be a few small civilian, mercenary and wandering notable parties.
Similar to the player in the start of the game in a sense.
Exemples:
There could even be hidden or dynamic quests by talking to them and if "Small Talk" is added to the game, new ways to get companions or marry.
They could trade with you or even have recruitable units depending on the party and their situation.

Similar to the player in the start of the game in a sense.

- A family or group of civilians going from one town to the other for any randomized reason, sometimes with a small escort, sometimes only the family.
- A small band of mercenaries not associated with any kingdom that don't really belong to a "clan" in the sense that there is only a single leader and they have no banner yet.
- A notable merchant that actually is the head of his or her own caravan and wanders from one town to the next together with their caravan.
- A gang leader that is migrating from one town to another together with their thugs due to the previous city having too high security or a "gang war" that they lost.
- A wealthy non-noble civilian together with an entourage.
- A villager alone or with a small party on a personal quest, such as getting medicine or enacting revenge.
- Wanderers going from one town to the next together with a group of peasants.
