I think your best bet would probably be to get yourself damn tired before you go to bed.
I'm a pretty 'good' sleeper, though, it usually doesn't take very long for me to fall asleep once I'm comfy, though I hate heat. I do have a fan, but I've never used it while trying to sleep simply because I dislike the sound and don't want to lee[ hearing that while sleeping.
More seriously, do some heavy exercise then eat a big meal, wait maybe 30 minutes and then go to sleep. Really helps. You should also wash your face and feet with cold water.
