I tried searching through the FAQ but I could not find an answer to my question.

Does the training skill work?  I grabbed some soldiers and carted them around.  They gained no xp from training.  How do followers advance?

for your training skill to be active, your level has to be higher than the level of those you want to train.
the training skill works wonders on how many guys you recruit from your settlement, regardless of your level
