In Progress Siege engines become locked in Order of Battle when you select a formation

Summary:
In the Order of Battle screen for a siege assault, the UI to re-deploy siege engines is locked when you have a troop formation selected, so that you can no longer modify the engine deployments.
How to Reproduce:

• Besiege a settlement
• Build at least one siege engine
• Lead an assault
• In the battle setup, select one of your formations
• Notice that the siege engine UI is grayed out and you can no longer interact with the siege engines.
• If you de-select all formations by deleting the currently selected formation, the siege engine UI is enabled again. This is a cumbersome workaround...
