[SIEGE] add a small splash damage to rocks if they reach a certain speed

currently rocks are much more useful being directly thrown by hand at the enemy when they are 2 meters away then actually being used by siege weapons or dropped from the top of walls as they are supposed to, this is partly because they have no splash damage whatsoever, it's almost impossible to directly hit an enemy from far away, Mordhau had an interesting idea of making rocks do splash damage as they reached higher speeds, the game also had splash damage on catapults which made them extremely good, I think Implementing this as well as nerfing the damage of rocks when thrown at point blank would slightly improve the siege experience.
