Siding with rogues

I was wondering how I would go about making it so I can side with rogues (e.g. Side with river pirates, bandits, etc.). I do not know which file can be used to do this.

And, would it be possible to make a rogue town have a leader you can swear your allegiance to? Thank you!

The attackable peasants mod was trying to do this sort of thing, but I don't know how finished it is.
