Sibling doesn't join the clan

I made our clan after all the requirements were done, but my character's brother is nowhere around. Would he appear after Neretzes mission is done? When i check him up in encylopedia, game says he has seen in Chaikand all the time. I rested my party in Chaikand to see him if he comes in city again, no luck, yet game still reports me that he's in Chaikand. I can't see his picture in "important people" section of the city menu. Btw, what happened to those 2 kids, they are not around neither

As a note, i haven't even crushed once (capped fps at 60, tweaked medium settings, some high some low). I'm currently happy with the current experience.

I'm guessing we need to finis the Neretzes mission first. But those damn nobles are so hard to find for me. (probably something to do with 6 of them getting captured all at once.)
