No, I didn't use any mods.

All of the characters in my game either have big heads, or the hair meshes shrunk - by about 20%. It is a very stupid thing to be bugged about, but it bugs me enough that I can't play the game like that. All the characters, players, NPCs have this problem.

I have:
checked that I am not using any mods.
verified the game files (through steam)
taken a bunch of screenies (which I can't seem to post still)

ran dxdiag just in case you need more info. The text file is very long, so I will wait to see if you need it. Here are the relevant parts of it:

I have 4 drives: C: is only for windows and game files that won't listen to reason. D: is where steam games are installed. E: is an external drive for graphics, 3d assets, docs, and art programs. F: is a massive external drive that is mostly empty. There is also a G that's a cdrom drive.

Hi, the QA team could not find bugged feature. Can you try changing the game's graphic quality to medium/high and check if this still happens? The reason why the hair meshes look like this is because of the low quality.
