I agree that Looters is the “lowest aggressive part” of the Calradia world, but at the same time, I think that they no longer have any "value for immersion" (these are just units that run at you).

They throw stones very “thoughtfully” and the stones cause unjustified damage.

Each bandit type offers some kind of difficulty, looters are entry level. No need to buff them. They are bunch of angry peasants.

Yes I agree. But the peasants also have the opportunity to act in an organized manner or gain experience while living in Calradia (bandits, wars or REVOLTS!).
