The shield skill should also influence the speed of the shield blocking. I have noticed that shields now have speed rating but all have the same value of 100.

They do not... The smaller and lgihter shields are 100 and the War Shield, but such as the Heater, Steel and Battle Shield are slower, down to about 80 I think.
But in essence I agree. The skill needs to be more effective than it is now.
