Shield on back

I remember in native how, if you had a shield on your back while on a horse, it would block all arrows from the back. However, I noticed in PoP that it doesn't seem to work anymore. Is this intentional or a glitch?

The shield does still mitigate damage, but PoP bows (coupled with PoP's higher proficiencies) simply do more damage, so more of it is making it through to your backside.
