Shield Bind

In a shield bind you pin the sword arm of your enemy to his body with your shield, letting you attack at will.

I mean use the shield to pess on your emery's arm sword so that use he cannot use it to attack

This mechanic is essentially part of how the combat system works already, no? If you are too close to an enemy when swinging to attack, you won't be able to complete the swing and you'll hear the dull thud of the failed strike.

I believe what ^ means to say is that, while the other person shouldn't be able to strike, you should. Otherwise, what would be the use of a shield bind?

There are no binds in this game at present. And the way the shield works is greatly simplified: click right mouse button, and you raise the shield to protect yourself. You can still be hit by missile weapons to your legs or melée from the back, but you are impervious to any and all melée attacks from the front, so long as the shield holds. To compensate for this, the shields are more easily broken, and, more importantly, you cannot attack with your shield raised. When you attack in M&B, you expose yourself. This is not true to reality, but then a shield would be completely unbalancing otherwise. And that is why a shield bind won't work in this game either, as you are stuck with one of two options:

A. Either you will end up in a pointless stalemate, as neither you nor your opponent will be able to attack (and what do you propose as an in-game counter to a shield bind, anyway?), leaving both of you vulnerable to attacks from third parties.

B. You add the ability to attack while blocking, which will completely unbalance the game unless you make shield dynamics VERY advanced, with the possibility of being hit by any weapons even when blocking with the shield. If you start adding realism here then you'll have to follow up by adding realism there to compensate, or you will create an unfair (and indeed unrealistic) advantage. And once you start adding realistic elements, you'll find you'll have to keep adding realism until you have something which is essentially unplayable. It is one thing to coordinate one's whole body in various moves of varying complexity, but quite another to translate all those possibilities to mouse and keyboard.

When a shield bind is done right the shieldbinder can attack the neck, back, guts and leg of the person being Shield blinded.

Also there is and easy to get out of a Shield bind. All you have to do is when he trying bind you put your shield against his and push hard with your whole body and then step back and your good, but you need to do this quickly

there could an combat option menu were this could be turn on and off

You're talking in real terms. That doesn't help when you don't actually have a body, you only have mouse and keyboard. And I see no reason why you should be able to do it in-game, just because you can do it in real life. A major part of combat, which has been left completely out of the game, is grappling. The reason for this is that it would be a nightmare to implement. And once implemented, what would it do to the balance of play? Unarmed vs. armed grappling, unarmoured vs. armoured grappling, etc.

So you can do it in real life. Now explain why it should be in the game.
