selling loot to outlaws

As commonly known, selling loot to bandit parties is a very good way of making big money quickly.
What is the trigger for starting the trade? I suppose, reputation must be at considerable "minus"or high level of trade skill or persuasion or renown?
Or maybe combination of them...
Currently trying to play as noble character but being a poor noble character is not in my plans.

you will need negative honor/reputation, so don't see how you can play a noble(as in, "good") character and still do that tho 

you can, of course, visit the modding subforum and check on Tweaks to change the game rules to fit your own design. Don't let the vanilla game rules stop your fun.
