Seeking software sources for Particle effects and creating dds files

Hello, I was wondering if anyone knows of a good particle system previewer that uses the same numbering system as warband.  I was also wondering if there is a free dds maker, I know photoshop can do dds files with a pulgin from nvidia. I want to make a name tag for my mod and place it in the texture file like ranco did.

I dont know a program for editing the particle but you can make dds files with a program named DDS Convertor
