A notable that currently has no quest gets an option to be asked "Do you have any job for me?"
Sometimes they can then offer small "messanger" quest that can give only a very low compensation(like 25 denars) and low opinion reward with up to 2 notables(1-3 points.). Limit to once an ingame week/ notable.
Most of these small quests play on the scene of the current holding. So you need to explore it, get to know the notables in the village a bit etc. RP.
