Open screen tearing

im playing warband with fps capped 144 no vsync, but when i restart my pc or close it and start it again, i enter warband and i suffer from huge screen tearing with literally same settings, i dont even know whats the connection between these lol, i think its about my gpu hardware or something and i dont know how to fix it. its kinda annoying to have random screen tearing problems from time to time. im looking for a proper solution to play the game without screen tearing-ghosting and 144 fps cap, im running an amd card, rx580

i wont turn on vsync
i dont want to cap my fps to 300 or something else
