Sarrandis have already fallen but have revived

i took over all the kingdoms and while waiting for the last one to fall thhe sarranids that have already fallen offer me a peace agreement, and a ransom offer for sultan hakim thhis has never happend in my 700+ hours of this game or any other past saves so im wondering if this is a glitch or if it is a small chance of happening because im a bit frustrated that i have to wait for a kingdom to fall again

It may be a glitch or it may be possible that one of the sarranid lords may have escaped from one of your vassal's prison thus reviving the faction
