This situation is just weird. Why would the Russian gubbermints (if it is them) use such a detectable manner of offing and ex-agent now when they could've done it so much more discretely and while he was in custody years ago?

The very point of it is that it indiscreet and that everybody with 2 IQ points to rub together knows Russia did it. It's about sending a message: to the "traitors" and/or traitors that they are not safe anywhere and they can't just roll into Britain or wherever and live out the rest their lives sipping pina colada on the beach; to other countries that Russia still/again considers itself a great power with superpower ambitions and if America and their certain allies can make people have "accidents" or drone them just like that, so can Russia; and finally to the ordinary Russians that Russia stronk, powerful, feared to which the average Russian mind is quite receptive.
