Rhagaea.. Legion of Betrayed bug??

So, in my playthrought somehow Rhagaea appeared in Legion of Betrayed but she is still the Empress of Southern Empire. After executing her she is still the Empress. When I was hunting her for a while she became fugitive.. any explanation?
