Revise the Team Wounding rule

Recently on Official US_Battle Server, there's a rule where Team Wounding is banned. However some users are using this to their advantage by intentionally blocking up an area such as a ladder to prevent their friendly teammate from climbing up.

Atleast revise the rule so that players are allow to kick their ass off the ladder in the event that those individuals have chosen to grief.
