Resolved Retrieve Party Member as Governor Cheat/Exploit

When a clan members get captured or released and they go to a specific city, you can assign them as a governor in your castle/town, go to Lord's Hall, and then move them into your party, even if the specific city they went to is far away. This doesn't seem intended.
