Resolved, was: Bug: "Paid in promise" is not reliably effective

Multiple times, I've noticed that in the post-battle loot summary the "Paid in promise" perk strangely has no effect -- the "your troops will get XXX experience" message isn't shown - and yes:
1. there are armors in the loot
2. my character is performing the quartermaster role in the clan.

I have not found any system/rhyme to when it happens/when it doesn't, unfortunately.

As a datapoint, in the latest playthrough, after having activated the perk, I've not had the "Paid in promise" loot experience effect for several battles.

The message appears only when there are warriors who have not scored points for promotion.

You can also get that if you have all maxed out troops who cant get promoted or earn xp anymore.
I've had that happend alot when I've gotten all max units.
Next batle when I have picked up new recruits that can earn xp - and donate - they will recive it and lvl up etc.

So be sure that this scenario isnt the case - otherwize it do sound like a bug yeah.
