When you rescue prisoners, you are allowed to choose some of them to join your party.
However if you then leave and reencounter the resued prisoners, you have to be able to exactly fit them into your party to have them join. If there are more of them then you can hold, you should still be brought into the party screen, and allowed to choose those you want to join you.
