I guess its hard for the game to justify a neutral city like Zendar, maybe if they have it, its a open city or a colony of some empire off map that none of the factions dare mess with or something.

or some major religious centre like papal Rome.

Or it's totally surrounded by bandits so it's too difficult (not worth it) to conquer but each faction has an interest in preventing the others from taking it.

sure, they'd have to come up with some fake excuse for not taking the city, but the real reason could very well be that its always good to have a neutral place to meet...

I miss being able to go there and practice headshots on Ramun and the constable  .

I miss Zendar, and javelining everyone there only to realise you actually needed to talk to one of them so you have to go out and then in again

The Sack of Zendar on 6 May 1227, carried out by the mutinous troops of Ch(...) V, Holy Calradian Emperor, marked a crucial imperial victory in the conflict between the Holy Calradian Empire and the League of Co(...) (1226–1229) — the alliance of Fr(...), M(...), Ven(...), F(...) and the Papacy(?).

Unfortunately, due to age and negligence, much of the writing has been rendered unintelligible and until further study can be made little is known on the historical event known as the Sack of Zendar (or in Velinus' Calradian Chronologies, the Rape of Zendar).
