Need More Info Relations UI Bug

Summary: When at war with a notable, the relations value shown when hovering over their name is incorrectly displayed compared when speaking to them compared to when you check the encyclopedia. The incorrect UI appears only when you speak to them, but before you choose a dialogue option.
How to Reproduce: Change a notable's relation from 0 to a positive or negative value.
