Reformatted comp and now the game keeps freezing for a split second

it happens everywhere, on the map, in battles etc, the game freezes for like half a second and then continues, and then it happens again over and over. In the video options I turned overall quality to low (used high quality before i reformatted and had no problems) but it doesn't seem to make much of a difference. All my drivers are up to date and my computer should be good enough to handle the game but here are my system specs:

Did you reinstall completely? I'm unsure what you mean by reformatting your computer--did you wipe/reformat your harddrive and reinstall everything or just upgrade some hardware components?

If you upgraded hardware, then you might need to delete your configuration files (rgl_config.txt found in Documents\Mount&Blade Warband\ and the entire folder found at %APPDATA%\Mount&Blade Warband ) so they can be recreated appropriately.
