Reducing Enemy Party Speeds

Hi guys.  I have used the search function on this one, really.  And I'm sure this info has been posted here many times, but probably hidden deep in other subjects, hence my difficulty finding it.

How do you change the speed of looter/bandit/raider/etc. parties on the map?  I want to decrease them because I'm sick of having a large party of infantry recruits and chasing them down with my speed of 5.4 and their speed of 5.3 and I start near Veluca and two days have passed and I'm near Tihr by the time I catch them.  Okay that never actually happened but you understand my point. 

You ever have those games where you start and it's easy to train recruits because there are looters EVERYWHERE, and then you have those other games where you can't find bad guys no matter how far you travel, no matter where you look, no matter whether you have spotting/tracking/pathfinding skills or not?    I'm in one of the latter games now, and it's frustrating enough that I can't find anyone, but even worse that when I do I can't catch them.  I'd be content to reduce bad guy speed by half.  :shock:

P.S. - Looking on the other hand, does anyone think I should just leave it as is?  My thinking here is that if I reduce bad guy speed dramatically, suddenly every lord in the game will be able to catch them, decimate them, and then there really won't be any of these parties on the map because as soon as they spawn, they die.
 
I'd say leave it the way it is.  Increase path finding, level up your troops and have cavalry.  It turns out you'll be catching them in no time.  And I really cba catching them, i prefer those sieges :roll:
 
You're right Lonehwolf.  Another thing I tried is recruiting small groups at a time instead of going from village to village and getting 20-some low level footmen.  When I recruited groups of 4 or 5, our party speed was still fast, and I'd train them into hardened veterans (still foot soldiers, mind you, in my own extensively modded troop trees).  Now we move really fast, and I can recruit 4 or 5 more, and so forth.
