Recuitment problems.

Okay I started a rebellion with Chancellor Boehm guy, it's really fun as I've convinced half of the kingdom to join us and killing the rest, problem is I have to siege these castles which takes better troops than I have right now.
So I've gone to the town I've taken so far and I click on recruit troops, I'm met with a screen that says.

"53 troops available for hire you have 14537 Denars.




                            Leave."


What gives?  This is the only thing stopping me from completing my order 66 and taking over the Empire with Chancellor Pal-!  Er Boehm

You cannot recruit "town troops", even from towns that you own, if you belong to a rebel faction (be it a usurper or your own independent conquest).  If you're supporting Chancellor Boehm (Imperial State), then you will not be able to recruit Imperial State "town troops" until the rebellion is completed (at which point you will, of course, no longer be Imperial State Rebels, but Imperial State proper).
