Recruits need to far less common in armies

Just buff the lower tier troop equipment. Shields for all infantry units except high tier two handers and a slight increase in all armor values should make them less like arrow fodder. The only problem that I can't figure out how to fix is how to stop them from routing after 2 seconds of combat.
