I've noticed some random water in Frisian capital which looked rather like a scener's misclick than a glitch tho.

The water remains there after restarting the game.

I'm pretty sure everyone has seen this. Strange that one of the earliest towns in the SP is one of the only ones I have encountered with it.

We're aware. 
Due to new water shaders that scene prop didn't show up and was recently added back in.
However the water now looks different. It's a simple task of lowering the water. Nothing more.
It's supposed to look like puddles by the way.
