Why does this sound exactly like NPC dialogue? I've seen some good examples before, but this is just mad. What sort of mannerisms is this lady using to give her speech the uncanny valley feel? Reminds me of a robot that stops speaking as a human is speaking to it, only to repeat from the last sentence.
Speaking with purpose and never hesitating or making mistakes. She also emphasises syllables and gaps in the same way a school teacher would if they were reading a story. Literally terminally boiled.

Are there any parliamentary buildings or other seats of government that are built in the Brutalist style? Would feel kinda dictatorship-y.

Brutalism was simply called "building industry" back in the day. It was about how to build something without any sense of aesthetics and with concrete as the only available building material, around a time when wishing for something nice was taboo and could get you jail time or worse. But I guess it's an art style now.
This may shock you to the very core, but the style was fairly widespread outside of the Commieblock, as well. Hell, it didn't even start there!
