Quick questions about Noldor for M&B V 1.011

Hi I was wondering if....

The quest from the Noldor merchant is available in this version.  The PoP M&B V 1.011 faq does not mention the quest, but the Warband faq does.
If it is could the reason I cannot get this quest have anything to do with  the Jatu having been obliterated in my game?  Also could it be having too high a relation with them (over 60) affects the quest trigger.

1.011 Noldors didn´t get their building credit accepted because they hesitated to loan their ancient treasure. WB Noldors were convinced by Goldman Sachs to do so and have a castle.

1.011 hasn´t got a Noldor castle or any Noldor quests. Which is why it isn´t mentioned in the 1.011 FAQ. The 1.011 engine is stretched to it´s fullest as is it, adding more content made the game very unstable.
