Quick adjustments - bow perk

Hey everyone, I googled this perk and looked on this forum but I haven't found a clear explanation to what this perk does.
It says in the description "Decreases your bow accuracy loss due to rotating by 50%"
What does "due to rotating" exactly mean? Does it mean circling around/ turning while on horseback? or does it mean rotating the torso and looking backwards in a parthian-shot fashion? or maybe it has nothing to do with mounted archery?
Please explain this one to me.

I don 't know either, so I take the other perk. I've asked before too and not gotten a satisfactory answer. I played games with and without it and.... idduno what it does.
