Questions regarding convincing a ruler to go to war

Is this entirely related to your relation? Never worked for me. Always get no for an answer with a relation of 20+. In my current campaing i have been a vassal for Dal Riata, their main enemy Fortriu made peace at some point, from there the boredom startet. A so called war with the Ui Niell was pretty pointless, cause only the Marshall of Dal Riata cared to travel to Ireland. The other lords just sat at Dun At getting fat from all the feasts, they never answered a call from their marshall. None of them wanted to attack anything, follow me etc. At some point i left Dal Riata and joined Fortiu, the Picts. They have been in peace for ages, and i am trying to start some trouble on the mainland.

So, whats the best way to get your faction to war with another faction?

Do i have to have a very high relation with the ruler?
Will the target faction declare war on us, when i pillage alot of their villages?
Do those "provoke war quests" actually provoke a war, or are they just xp and relation gains?
 
The 'provoke a war' quests do start a war in the same way as the 'make sure two lords do not object peace' quest from the Guild Master makes peace.

I'm not sure about the convincing part, though. In my games my factions are at war with at least 4 more powerful factions at one time and get their asses kicked :roll:

I have asked because those quests never startet a war for me. Good to hear that it works.
Did anyone ever convice a ruler to go to war? And if yes, do you still know your relation value?

in my current game i have plundered 3 rich villages from a faction, still no declaration of war.
 
well i convinced him but i had saved his life, conquered a kingdom, rescued his heir AND banged his daughter with his permission then he started to do everything i said
(beside giving me a fied i kick ass and saved his ass SOOO many times)
 
I think it has more to do with your Persuasion, arguments and the strength of the kingdom you want to declare on.  I am in the same boat with Drummon or whatever they are called.  There's been peace since I joined them which has been at least 100 game days, and I am getting bored.  I was able to convince him to Declare war on one kingdom which had only 1 city , was at war with 2 other kingdoms and obviously weaker than us, so all my arguments were valid and he accepted.  However, that upon declaring war, 4 or 5 other kingdoms seemingly came to their defense although none of them had alliances with this particular kingdom. 

I tried it again later, and asked him to go to war with various other kingdoms that were either weaker or distracted, and did not have strong alliances but he would no agree with any of the other war declarations that I wanted.  It seems that it only works when all of your arguments are true. 
 
ok, then i it should be a combination of relation value, persuasion skill and true arguments. Gotta work on those, thx guys.
