questions on 1.39

1) I noticed since I installed 1.39 that a lot of my companions seem to have limits on their skills that were not there before.  I know there was always an skill cap on skills like power thrust of 5, and power throw of 5, but now I see some of my companions can't even raise past 2 or 3 on powerthrust.  The skill number shows up red at 2 or 3, and it says it is at the learning limit.  Is that a bug in my game or working as designed?  I even tested it by editing their character files and giving them 30 attributes in strength, agility, intelligence, but it still wont let me raise some of their skills past 2 or 3.  It is weird, for example with Lothar, it is not problem, he has no skill limits other than the normal 5 limit on combat skills, but for others like osorio, it is capped at 2 or 3 on some combat skills.

2) The other thing I notice is that I can't seem to recruit lords from other realms anymore.  I have relations with different lords at 100, and send a guy with 9 in persuasion to persuade them, but every time he comes back, and they say " I do not know you well enough".  Why are they saying that when we have 100 relations? I have recruited lords in previous versions, what is different this time? is there something I am missing?

It does seem very hard to recruit Lords. I have three all over 90 relations but they do not want to know, but then a guy just turns up with a relationship of 0 and wants to join, I was tempted of course to tell him I did not know him well enough, but as I was desperate I took him on.
Seems a tweak is in order gere
A great mod, many thanks for the tons of work that must have gone into this

-Lords and recruit lords = same that native, no changes.

-Companions - same have you active armors penalties or other effects (mod options)

@ Yozzer: I know those guys! They come to you, offer their friendship, but when you allow them to be a lord in your kingdom, they start quarreling as soon as someone else gets a fief, and don´t support you with troops because they hate you after a few weeks ingame. I always try to get good-natured lords to join me - they seem to be favorable to me anyway(because of my high reputation?)

One question: Some time ago I received a message that the peasants have made me their personal saint and that they will support me if I take up arms and create a kingdom. This is really tempting - but does it help anyhow? Has someone made some experience with that?

I got the same message, but does it have any effect other than lore?
