Questions about choosing culture

I did searching but I didnt find info about this:

Whats the deal with choosing a culture? What are the consequences? What possibilities present each different culture?

Sorry that Im asking but Im lost here, please help.
 
I thought this would affect the types of troops my Lords had but they just field armies from their own culture.  Sometimes they get Pendor troops, I'm assuming from their fiefs.  (I chose Pendor btw)
I know you have a 50% chance of getting recruits from your chosen culture and the original culture of the village.  It would also affect which honor troops are immediately available to you.
 
This feature is currently broken. But it was intended to be working as follows:

You pick your culture. You capture a town/castle and get your kingdom a few villages. Upon recruiting, you´d have a 50% chance to get either the original villages faction recruits or your chosen cultures recruits (either your kingdoms culture or your factions).

Right now it´s broken, and the game thinks you´re Pendorian. Means you will always get either original recruits or Pendorian ones.

For the record, it seems more like the lords end up with pendor troops from rescuing them from bandits.  They don't recruit directly from fiefs, after all.
