Hello. I am not sure if this was asked before but I want to know if npc heroes' perks actually have an impact on the game, like if a lord has water diviner perk unlocked does it make them see parties that normally they would not be able to see? By the way, I am not sure if lords can have perks unlocked but I am guessing so because when you get married you can see that they have some random perks but I am also not sure if game automatically allocates perks to them once they get married.

Yes the perk do work; every adult has perks assigned. Note also that the perks your companions have will apply to the formation you assign them, and companion order matters in the party screen (only the first, in each formation, gives bonuses until they die, then the second, etc.).
