Question about cmd configs

Hello, i have some problems , i am doing a GSP (gameserver provider) but the thing is i want to host MB:W, but i sell for per slot a month, the problem is :

How do i make so people can't change the player slots in the ".txt" file

You'd have to use some panel or intermediary script that changes the part of the text file the customer needs. It may just be easier to fetch the server stats every so often to check if they're using more slots than what they're paying for and adjust their bill accordingly.
