I am a member of Khergit Khanate and have recieved the provocation quest from a Nord lord a few times in a row. I successfully completed it for provoking the Rhodoks and Vaegirs, but when I got the quest asking to provoke the Sarranids, it can't be carried out: When I encounter Sarranid caravans or farmers, I don't have the usual dialog options associated with this quest, and attacking them does not complete the quest like it should. Raiding villages doesn't do anything either. But the quest is still in the log.
The Sarranids and Khergits are not at war with anyone. There is no existing provocation between the Nords and Sarranids. The only differences I can identify between my relations with the Sarranids and the kingdoms I successfully provoked, is that there is an existing provocation between the Sarranids and Khergits (my faction, which shouldn't matter since this is in the name of the Nords) and that my personal relationship with the Sarranids is slightly negative. But allowing the Khergit-Sarranid provocation to expire, or paying an Emir to reset my relation, or doing both still does not allow me to complete the quest.
I noticed that some unrelated events can cause the quest to fail, like if the Khergits go to war with anyone in the meantime, presumably because I am with them. Maybe the quest wasn't meant for foreign lords?
