With the weapon and armour gathering quests the name of the town tends to be left out of the description in the quest list. It will instead say something like "Lord Such-and-such of wants you to bring..." with no town name between 'of' and 'wants'.
This is at least a problem for Swadian army quests. I haven't tried signing up for the Vaegir army.
