Quest for peace between two fractions at war.

When you neen to persuade two lords of hostile fractions to declare peace. I guess only guildmasters of capital cityes give such quest? And player can recieve this quest only once per game? I sucseded one quest, given by Vaegirs, and help to declare peace between Vaegirs and Swadians, but all other fraction's gildmasters (Rhodoks, Khergits, Nords) don't give me such quests.
I wonder, is there anyone who recieved such quest twice per game?

You can get this quest several times (I did it twice).
It is possible that you only get this quest if trade was disrupted often enough as it isn't given very often. Actually I had four times more lords crying for war than guild masters crying for peace.
