Resolved Quest can be returned to the incorrect giver

Summary:
Got 2 quests, however one of them can be returned to the wrong giver after completion.
How to Reproduce:
What I did chronologically is:
1. accept 'Raid enemy territory' quest from Monchug.
2. raid 3 villages.
3. accept 'Lord needs horses' quest from Ilatar.
4. I already had horses, so i could complete it right away, but instead dialogue about the 'Raid enemy territory' quest shows up when i talk to Ilatar, who is the wrong quest giver.

I can provide save files.
Have you used cheats and if so which: used cheats to make peace between 2 factions once
