Resolved Quest bug

Summary: I was doing a side-quest for "Ifar the lady" or "lakhem the angel" I can't really remember. i will send youtube video to summarise everything.
How to Reproduce: I went into the town and found the lady i was doing the quest for and when i told her i was ready, the enemy were on roof tops? we couldn't reach them. i forced to retreat.
Quest/Settlement Name (if related): Rival gang moving in at iyakis
