Do the unique armies or normal factional armies respawn? Because other than that....Ima gonna run out of qualis gems (NOOOOOO!)

The leaders of minor factions comes back to Pendor, unless you kill them instead of letting them go. And as far as i have heard, they get stronger and stronger armies for every time
