It sound like the installer program is having problems. Don't know which program Armagan is using, but its worth checking the following:
1. Empty out all files in the temp directory (just go start -> run -> %TEMP%. Delete all files in the folder)
2. Run an antivirus scan
3. Check you have enough free hard drive space.
4. Check you have admin privileges if your using Win 2000 or XP
Only other problem i had with a game was quake, the first one. but i played star wars galaxies just fine, i have windows 2k, 736mb of ram, geforce2 integrated gpu(im upgrading soon).
Close down anything running which isn't necessary. If your unsure, try searching for the process name with google. Hell, search for msconfig or something and you'll probably get a list of what you need and what you can shut down while your there.
Re-download and try installing again.
It definitely sound like somethings messing with the download.
