Are there any site where someone can practice creating a forum from scratch and all that for free without paying for hosting?

Why would you need a site? Get coding, install PHP onto your computer, see if it works. If it doesn't, get coding, see if it works, repeat.

This is assuming you really mean "from scratch" and not configuring forum software "from scratch."
