No, you can let a PC run in mineral oil, as long as its deëlectric oil ofcourse.
But you have to keep the Harddisks dry.

Nope. The mobo, graphics card, PSU and such were all submersed, with the hard drives and optical drives left hanging out the side (moving parts).

Complete passive cooling.
