Yep, you can add in new or copied DDS files, though it takes finagling a couple of BRF files to get them included. Very much possible though.

You just have to hex-edit the texture_names.brf file and materials.brf file to include the name of the new DDS file and the name of the materials associated with it, which n008 covers in his tutorial. I used that method to reference copied texture files for variations of existing armors and shields. Working with the factions from the now-dead Fallout 3, the NCR and BOS could be the two warring parties, the Vag's and Swad's respectively.
The NCR can have larger force sizes, with well equipped regular infantry and poor militia/forager units, as well as some troops on horseback/vehicle.
The BOS can have both small, well equipped elite teams of PA equipped troops and the sort trainee grunt as seen in Fallout Tactics.
Working with the map, you would have to include both Shady Sands(NCR) and the BOS compound, where exactly they'd get put I don't know.
Dorak keep could become a Raider/Tribal stronghold.
River Pirates- Cannibal Tribals/Ghouls
Dark Hunters- Former Enclave Troopers/Supermutants
Bandits-Different Raiding groups
Sea Raider- Caesars Legion Slavers
On a side note, for the game to be enjoyable if Ballistic weapons are used, movement will have to be greatly increased for all characters, they would have to actually be able to run, cover and crouching might also need to be on the cards.

Leodan Flamelock and Can 'O' Soup, I guess we need to get an idea of troop types. Are we looking at mutant types? are we making classes from troops? Will we have troops/bands? or will this be more of a lone wolf type thing? small parties? I was thinking more like fallout, where you can pick up NPCs on the way. Maybe max out at 4, so you can pick and choose your wandering team... ok, I'm babling...
Can 'O' Soup 说:Well, there might be a choice of small or large parties depending on how you want to play. Do you think there's a way to stop someone from being able to recruit troops if they aren't a certain class?
If so, there could be a place for a more army oriented character to recruit, and a place for a small party type of character to get hero type units.
