Popvlares means "the people" in Latin and was in a sense, one of the political divisions in the Senate and one of the first people that were famous Popvalres were the Grachii brothers Tiberius and Gaius, who tried to impose reforms into the Republic in around the end of the 2nd Century BC. Despite the fact that they were both murdered by angry senators, the idea of the Popvalres grew. However, the most famous Popvalres was, of course, Julius Caesar.

During the Roman Civil War between Caesar and Pompey, Caesar fought for the Popvlares while Pompey sided with the Optimates, the rich nobility. At invading Italy in 49 BC with one legion, the 13th, Caesar marched on Rome and took the city as Pompey was leaving Italy to gather more men. In about July 48 BC, Caesar arrived in Greece to pursue Pompey but was defeated at the Battle of Dyrrhachium. Retreating further inland, Caesar defeated Pompey at the decisive battle of Pharsalus, scattering Pompey's army. The civil war was bascially decided and it would not be a question if Caesar won but when. The civil war was finally over when Caesar defeated Labienius at the Battle of Munda in 45 BC.

Returning to Rome, Caesar was generous in victory and did not persecute his surviving opponents. In 46 BC, one year before the Battle of Munda, he was declared dictator for ten years which was extended to dictator for life in 44 BC, winning wide popular support for his dictatorship by cancelling debts and completely abolishing the hated tax-farming system in the provinces. The annual pay of the legionaries was almost doubled. Roman citizenship was offered for the first time to Rome's subjects outside peninsular Italy. However, the Senate, fearing his power, killed him on the Ides of March, a mere few days before Caesar planned to go off for another campaign against Parthia.
